The oil terminal construction in Primorsk resulted in higher environmental hazards and risk of conflicts between different stakeholders. Local people are afraid of ecological damage due to the risk of oil spills. One of the reasons of potential conflict is that the public is often not sufficiently informed about the ongoing and future activities and its consequences.
The goal of this case study is to develop recommendations for local authorities on the basis of independent research studies, which will clarify the situation around new terminal construction, decrease the risk of conflicts and contribute to enhancing public participation in ICZM and to sustainable regional development.
