Hamburg is the second largest city in Germany, with a population of over 1.7 million. Called "Gateway to the World" Hamburg is home to Europe`s 2nd largest harbour.
Due to the fact that its port is a deciding factor for the economy, the city of Hamburg is greatly influenced by changes in coastal development. As an attraction for tourists and with enormous activity in trade and fishing, the port is also a source of conflict similar to interest areas. Beside the economic success of the city this leads to user conflicts challenging the development of coastal zone management, which forms the basis of this study.

Within the case study, the "ICZM marker" was tested for Hamburg. This wide set of indicators
was designed to be used as a self-assessment tool in coastal regions for better handling of
conflict situations. The marker was selected to test the progress indicator in practice.
The EU ICZM Group of Experts accepted the marker methodology. The Working Group on Indicators
and Data recommended that EU Member States join with practitioner groups over the following
years and organize national workshops (or regional workshops) to further test the progress
indicator. TuTech and the EUCC tested the marker as part of the Coastman project undertakings
in Hamburg, between April and June 2006. Local stakeholders and national indicator experts
discussed the marker and its contribution to the implementation of the German National ICZM Strategy.
