Estonia

The Haapsalu Bay is situated in western Estonia and belongs to the Baltic Sea. The inner part of the bay is characterized by intensive eutrophication, growth of reed as well as other macrophytes, decreasing open surface water area and sedimentation.

The case study aims at facilitating spatial planning in the area together with developing coastal zone management strategy and measures for protection of the bay and its ecological potential.

In order to resolve potential conflicts in using environmental services, a forum between different stakeholders has been initiated. With the use of scenario methods, discussions and roundtables it creates and enhances citizen participation.
